The artists is most likely trying to make a connection with these two ideas. Also since Roosevelt was a great leader, and shepherdesses lead sheep, the artist has made that connection as well.

Taft is portrayed as a sheep with a rather sullen or unemotional face. The sheep is also very large; a blatant reference to Taft's weight and size. Since sheep are somewhat mindless creatures, the only purpose they serve is to follow the shepherdess, or in this case Roosevelt, until their wool is right for the picking and the artist probably had some sort of idea around that when he drew Taft as a sheep.
