Cuba was under the control of America after the Spanish-American war and was forced to stay under American rule. They gained independence but were still under the influence of America with the Platt Amendment. The Cubans were "liberated" but did not enjoy the rights that they wanted. They were forced to not make treaties with other countries and not incur debt that could harm the United States. The United States also controlled Guantanamo Bay with military force.
